Michael F. Stein, P.E.

Michael F. Stein is the founder and principal of Hudson Engineering and Consulting, P.C., consulting engineers for environmental and civil projects. Before opening his own office, he was employed with a Westchester County–based civil engineering firm where he gained extensive experience with both private and public sector projects.

His project experience includes the financial analysis, design, permitting, and construction administration of a water transmission main system consisting of 5.5 miles of water main, venturi meter, and level control valve linked to the overflow of an existing 1,400,000-gallon water standpipe system, all within the New York City watershed for the Amawalk Shenorock Water District in the Town of Somers. Mr. Stein has acted as Village Engineer for several villages in Westchester County, designing and overseeing construction of various projects and performing Planning Board reviews.

He has coordinated the design and construction of over 60,000 linear feet of public and private water and sewer main extensions and replacements, including coordination and permitting with the New York State and Westchester County Health Departments, NYSDEC, NYSDOT, Westchester County DOT, and the New York City Department of Environmental Protection. He has also prepared designs and bid documents for numerous municipal projects including pump station rehabilitation, utility improvements and extensions, roadway resurfacing, parking facilities, and fire training center site improvements.

Mr. Stein has coordinated Sewer System Evaluation Surveys totaling approximately 500,000 linear feet to eliminate sources of inflow and infiltration and assess the condition and capacity of existing infrastructure for local, county, and state agencies. These investigations included smoke testing, dye testing, television inspection, manhole assessment, inflow elimination assessment, and flow monitoring, followed by reports outlining findings, rehabilitation alternatives, and cost estimates.

Mr. Stein is a member of the Westchester County Association of Municipal Public Works Administrators and the Westchester County Water Works Conference.

Daniel C. Collins, P.E.

Daniel Collins is a civil engineer with extensive experience in site development, planning, permitting, and design. Mr. Collins' experience includes athletic and recreation field design and site plan development, municipal and utility design and development, commercial site planning, and residential subdivision layout and design — including zoning, roadway design and profiling, grading and drainage design and profiling, utility design and profiling, and construction coordination.

He has worked on a wide range of projects, including the master planning and design of an existing brownfield site for use as an athletic field complex on Johnson and Wales' Harborside Campus in Providence, RI, and the wetland habitat restoration at Manursing Lake in the City of Rye, NY, which included the grading and design of 1,600 linear feet of shoreline to construct an aquatic bench and restore four acres of tidal wetlands.

Mr. Collins has been highly involved in preparing design and bid documents for municipal projects, including the water district extension for the Town of Greenburgh and Town of Mount Pleasant at The Landmark at Eastview property, where he established the plan and permit approval for the construction and extension of over 10,000 linear feet of new public water main and extended both Towns' water districts onto the property. He led the location and design of all backflow prevention devices for service connections and the design of an emergency interconnection meter pit between the two districts.

He was also highly involved in the design and construction of a new ±1,350-linear-foot, five-foot-wide Flexi-Pave porous pavement sidewalk along Westchester Avenue for the Town of Pound Ridge, linking nearby residents and an adjacent assisted living facility to the downtown area while providing additional drainage and water quality treatment. The final sidewalk design received the American Council of Engineering Companies (ACEC) Diamond Award for engineering excellence. Most recently, for the Town of Ossining, he led the replacement of an existing 18"×18" box culvert under Cedar Lane with a new 48" HDPE culvert, along with additional drainage improvements including new catch basins and associated piping.

Thomas Kohany, P.E.

Thomas Kohany is a civil engineer whose experience includes commercial and residential site planning, utility design, recreation field layout, and drainage design.

Mr. Kohany has prepared design and bid documents for various public-school facilities under the review of the New York State Education Department, as well as private school facilities under local jurisdiction, including projects for the Port Chester School District, Hendrick Hudson School District, and Westchester Community College. These projects included designing drainage systems for parking areas, sports fields, and building additions, and developing Stormwater Pollution Prevention Plans in accordance with NYSDEC requirements.

He has been involved in multiple municipal drainage studies with tributary areas up to 200 acres for the City of White Plains, the Village of Elmsford, and the Village of Briarcliff Manor, including delineation of drainage areas, field investigations to confirm tributary areas, and preliminary modeling. He also prepared design and bidding documents for drainage improvements at a condominium development on the Long Island Sound in Rye, NY, comprising over 3,500 linear feet of storm drain and multiple pumping systems to alleviate on-site flooding.

Most recently, he has prepared design plans and contract documents for the rehabilitation of an existing sports field in Scarsdale, coordinating with Village staff on improvements that include replacement of existing soils and installation of an underdrain system of approximately 7,000 linear feet to prevent ponding of stormwater.
